Boehrer, an astrologer who focused on the latitude of planets in relation to
the equator and the sun’s movement.
An Out of Bounds (OOB) planet’s declination exceeds 23
degrees 27 minutes either North or South of the equator. The more OOB planets a
person has in their birth chart and the further the declination each planet is,
the more creative thinking they show, and the more their interests and
preferences differ from the society that they live in.
The differences can be either positive or negative in nature. On the positive side of the coin, OOB planets tend to lead people to be visionary, inspirational, original, and they cling to freedom of thought and action. On the flip side, Out of Bounds planets can contribute to abnormal thoughts and feelings, insanity, and a disregard for law and order.

misunderstood and are considered outcasts, though it can also end in great
innovation and bring new ideas to the collective.

- Not all planets go out of bounds: The sun, Saturn, and Neptune will never be Out of Bounds and Jupiter only very rarely goes OOB.

- Sociopaths and Criminals: One example here is Carlos the Jackal, the international assassin.
